I have examined the accompanying Ordinance, entitled "An Ordinance made by the Governor of Hongkong with the advice and consent of the Legislative Council thereof, to supplement the provisions of the Licensing Consolidation Ordinance 1887;" and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.

Objects and Reasons.

It having been found by experience that Chinese undertakers do not always properly perform their duties in the case of persons dying of infectious diseases,
